Management of Fill Policy
All construction managers and contractors must follow the Management of Fill (commonly referred to as the “Clean Fill Rule”) standards put forth by the Pennsylvania Department of Environmental Protection (PADEP). These Commonwealth of Pennsylvania standards can be found within the PADEP site under “Business” tab or in the technical standards for removal and importing any fill material:
