The purchase, use, storage and disposal of controlled substances is regulated by the United States Drug Enforcement Administration (DEA).
Detailed information relating to controlled substances can be found online at www.deadiversion.usdoj.gov.
If you are unsure whether or not the substance(s) you have is regulated as a controlled substance refer to the online lists at the DEA website. There are five schedule lists of controlled substances which can be viewed by schedule or alphabetically.
Request assistance from the Special Agent in Charge of the Administration .The Philadelphia Field Division contact information is listed below.
- If you are registered with the DEA: list the controlled substance(s) on DEA Form 41, and submit three copies of that form to the Special Agent in Charge; or
- If your are not a registrant with the DEA: submit a letter to the Special Agent in charge that includes the following:
- The name of the person;
- The name and quantity of each controlled substance to be disposed of
- How the applicant obtained the substance, if known and;
- The name, address, and registration number, if known, of the person who possessed the controlled substances prior to the applicant.
The Special Agent in Charge will authorize and instruct the applicant to dispose of the controlled substance in one of the following manners:
- By transfer to a person registered and authorized to use the substance.
- By delivery to an agent of the DEA or to the nearest office of the Administration
- By destruction in the presence of an agent of the DEA or other authorized person; or
- By such other means as the Special Agent in Charge may determine.
